Peace & HIV?

Jess and I have had a very hard few weeks. Not one thing specifically makes it hard - I suppose its the culmination of it all. We started 2007 with the hope and theme of peace and being anxious for nothing. Today a good friend told me she is HIV positive. Just an hour later a co-worker tells me his concern for his brother who is very sick with HIV. It's not like the U.S. where HIV + people live 10-15 years. Medication is not readily available from the government until an HIV+ person is almost ready to die. Nutritional food is not on hand for many even taking the medication - or the person is so sick the medication doesnt stay in his/her body long enough to take action. I am having a hard time finding peace in this. Is it right to even feel peace in this? Phillipians 4:6-7 says:
Do not be anxious about anything, but in everything by prayer and petition, with thanksgiving, present your request to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus.
